House Bill 422 updates Idaho Code Section 39-258 to expand access for adult adoptees to obtain their original birth certificates and associated adoption records through the state’s Voluntary Adoption Registry. An adoptee who is 18 years or older may request their original birth certificate, medical and demographic records, and report of adoption from the Bureau of Vital Records and Health Statistics.
If a match is found with a birth parent in the registry, a 30-day window is provided during which the birth parent may choose a preferred method of contact, request no contact, or request redaction of identifying information. Any redaction remains in effect for five years, after which the adoptee may reapply through the same process. The bill does not authorize access to court-held adoption records. It includes an emergency clause and becomes effective July 1, 2025.
